Treblat's got a good example of a proper use of clipart + words. Using words that aren't pertinent to the original sentence but are still funny and relating to the topic being drawn is probably the only time it's really acceptable. And I have no problem with clipart if it's used tastefully and it looks "clean"--not poorly resized, fits into the picture, etc.
But that's just what I think D:
